The Family Self-Sufficiency (FSS) Program helps Section 8 families become economically independent by linking them to services, education and training programs which will enable a family to support itself without government assistance other than for housing. Some of the services available in Putnam County include: childcare, transportation, personal and career counseling, adult basic education, higher education, job training and placement and any other program needed to help a family meet the goal of self-sufficiency. Any person who receives rental assistance through the Putnam County Housing Choice Voucher Program may apply to FSS. However, they maybe placed on a waiting list if slots are unavailable.
Who May Apply?
FSS applicants are selected on a first-come, first-serve basis. When there are more applicants for the program than there are slots a waiting list is established. When a slot becomes available, the applicant is notified. An appointment is scheduled with the FSS Coordinator to discuss your goals.
The Next Step
FSS staff with your input will prepare an individual service plan. This plan will state short and long-term goals. Goals may include: child-care, GED, college courses and degree, literacy or vocational training, career counseling, job placement and transportation. You will enter into a Contract of Participation whereby you agree to work toward achieving your goals. After you have acquired the needed skills, you will be required to look for a job and keep it. You will have five (5) years to meet the goals agreed to in your contract, with a possible two (2) year extension.
What is the Escrow Account?
As a Family Self-Sufficiency Program participant increase their total household income due to increased earned income, the Section 8 Program will make deposits into a special bank account. The amount to be deposited is calculated using a United States Department of Housing and Urban Development (HUD) formula. Once a participant achieves their goals, the escrow account maybe withdrawn. FSS graduates have used their escrow accounts for tuition, to purchase a car and even for down payment and closing costs on a home.
