The PCHC administers two home improvement programs for Putnam residents to assist them in maintaining safe, decent and affordable housing. All programs have income eligibility requirements. Putnam Home Improvement Program
The Putnam Home Improvement Program assists income eligible homeowners with grants up to $25,000 to perform work which prolongs the useful life of the Home or repairs basic building systems or corrects basic structural defects which threaten or if not corrected or repaired could threaten the health and safety of the dwelling's residents.
Eligible homeowners must be able to provide 40 percent of the cost of the repairs. There is an asset limitation of $15,000 or 15% of the current appraised value of the occupied home (which ever is greater). Assets include any monies in savings or checking accounts, certificates of deposit, stocks and bonds.
Repairs include roofs, plumbing, and electrical and septic systems. Funding is available on a first-come, first serve basis.
Income guidelines apply:
- One-person: $44,464
- Two person: $50,792
- Three persons: $57,176
- Four persons: $63,504

Senior Action Wagon Repair Program
The Senior Action Wagon Repair Program assists seniors and disabled homeowners, on a sliding scale fee, with maintenance and repairs of their homes, such as painting, carpentry and ramps.
