The PCHC administers two home improvement programs for Putnam residents to assist them in maintaining safe, decent and affordable housing. All programs have income eligibility requirements. Senior Action Wagon Repair Program

The Senior Action Wagon Repair Program assists seniors and disabled homeowners, on a sliding scale fee, with maintenance and repairs of their homes, such as painting, carpentry and ramps.

RESTORE

RESTORE assists Putnam’s senior households (aged 60 years or older) with emergency repairs ($7,500 per household) that address hazardous conditions posing a threat to the life, health or safety of the older resident (s). Emergency repairs include, but are not limited to, heating system repairs or replacement; electrical repairs or upgrades of electrical systems; plumbing repairs that pose a health risk, such as water supply and septic issues; and structural repairs such as deteriorated foundations, roofs, floors, stairs, decks, doorways, windows, and porches. Accessibility measures such as ramps or grab bars may be added to the home if such measures enhance the health or safety of the elderly occupants.

The household annual income may not exceed 80% of Putnam's area median family income: $43,000 for one person or $49,150 for two persons. A lien will be filed and in the event that a REST0RE-assisted home is sold or transferred within three (3) years after project completion, to other than a low-income elderly household, the PCHC will recapture 100 per cent of the funds. Also, the home must be the primary residence of the homeowner.
