The PCHC administers the HUD Housing Choice Voucher Program, serving the entire county, under the direction and supervision of the New York State Division of Housing and Community Renewal.

The regulations for the program are set by the U.S. Department of Housing and Urban Development (HUD). The Program is designed to assist very low and low-income households in renting safe, decent and affordable housing by providing monthly payments directly to the landlord to cover a portion of the rent. An eligible household must pay 30% of its family's adjusted monthly income towards rent. However, a family may pay more, but may not exceed 40% of its family's monthly adjusted income when entering into a new lease.

There is a long waiting list for rental assistance. Applicants are placed on the waiting list on a first-come, first serve basis according to date and time. The PCHC preferences are as follows:

For participant households with more than one family member, selection will be based on date and time of pre-application.
For single person households, persons who are elderly, disabled, handicapped or displaced will also be selected before other single person households.
PLEASE NOTE: IF YOU MOVE OR YOUR CIRCUMSTANCES CHANGE YOU ARE RESPONSIBLE FOR NOTIFYING THE HUD DEPARTMENT IN WRITING.

When you name reaches the top of the list you are notified in writing to attend an orientation. At the orientation you will be requested to provide income documentation to determine if you are income eligible.

An eligible household will be issued a voucher in order to rent a unit and given a time period of 60 days in order to locate an acceptable unit, with possible extensions up to 120 days. The unit must meet the Housing Quality Standards and rent reasonable for the area.

After an applicant is accepted onto the HUD Housing Choice Voucher Program, the family must remain in compliance with all HUD and PCHC regulations. Failure to comply may result in termination from the program.
